A lot of it makes it harder to host any type of horse event (wether it be rodeos, jumping competitions, races, etc); you just have to pay a bunch of new permits for it now. To be completely blunt, this has little to do with safety, and a lot to do with wanting to squeeze money out of taxpayers. Many also think it's politically motivated since the north is more politically opposed to the party that has been in power for the last decade, but that's another issue completely. People have tried to submit amparos against it, but that won't do much in regards to changing the law. An amparo is a type of Mexican appeal process , where a person can be granted personal protections against the law, if they consider it to be unfair, and in violation to their personal human rights (this is how gay marriage used to happen before it was legalized for example). With enough amparos, the law can change, but it will take years of legal battles for this to happen, especially with the 2024 constitutional reform, which makes it harder to change reforms.

Anyways, another thing the reform to the animal protection states is that horses aren't allowed n urban areas anymore, or else you risk a fine. This again, was really controversial since a lot of people still use them as means of transportation, and some even need them to work, even near urban areas

hello im the wife and this is SO fascinating to hear because they literally copied an attempted american law like to a T. i think it ended up not passing due to HUGE protests but it was basically the same thing. "protect the horses bill waah" except it was just permitting and requirements that would kill any small equestrian competition and local rodeos. i don't remember it exactly but it was like permitting per attendee and requirements to have multiple vets on site at ALL times and checking EVERY horse MULTIPLE TIMES through the whole event and small events couldn't even begin to afford it. the protest turnouts were huge parades down city streets with lots of old mexican cowboys and rodeors on their horses, beautiful bulls being paraded too. it was amazing at least to see the local communities come together against it. i'm *pretty* sure they threw it out, at least I hope so

honestly, I'm not surprised AT ALL, considering we have done this multiple times; gay marriage only came after the US legalization, and article 133 is basically just taken from Marbury v Medison (constitutional supremacy, VERY important). This legislation didn't get much pushback (unlike with the US) though, because again, it was presented as the bestiality thing, and no one really read the fine print until it was too late. As I said, there's people submitting amparos rn, but they are only personal protections against the law, it won't do much for the community for now at least. Good thing about Mexico, is that a lot of the time officials don't care enough to actually enforce the law, so a lot of more rural communities can get away with it, or you can at least bribe officers (which, as bad as it may be, it's much cheaper). To be completely honest though, I haven't been involved in these things for a good while (chronic pain and law school really put a limit to things I an do with my free time), so I haven't seen how much the law affects horse people around me (moving from Sonora to Guadalajara hasn't helped either)
